Why do you want me to rate your app before I even finished the first attempt to use it

How do you give an honest rating for an app if you have had a chance to use it once. I just downloaded it and you want me to write A review without even completing the first attempt to use the program, very frustrating so Im giving it a three because I dont know how it will do until I complete the first use.
